PUBLIC HEARING NOTICE

The Board of Scioto County Commissioners is applying to the Ohio Department of Transportation for an operating and capital assistance grant under 49 U.S.C. Section 5311 of the Federal Transit Laws, as codified, the Ohio Elderly & Disabled Transit Fare Assistance Program (E&D program) and the Ohio Public Transportation Grant Program.

The operating grant will provide financial assistance for open door, public transportation service throughout Scioto County during CY2011.

ASC operates a countywide, door-to-door, shared ride, demand response public transit service Monday through Friday 6 a.m. to 6 p.m.; all users, including wheelchair users must schedule service 24 hours in advance.

System fares are based on a “Grid System” in which the service area is divided into 42, 5-square mile “Grid Areas”.  Base fare for the transit service is $1.00 per one-way trip for first initial “Grid” and additional 50-cents for each additional “Grid” traveled; elderly and disabled and children 12 and under ride for half price per one-way trip.

All services are open to the public, including those who are disabled or impaired.

The capital grant will provide financial assistance to purchase two wheelchair lift-equipped replacement vans and to replace the heat pump and telephone system at the ASC office during CY2011.

The E&D grant will provide State funds to offset the half fares offered to elderly and disabled passengers.

Copies of the detailed service description, proposed changes, and project budget may be obtained at the transit system office, 601 8th Street between 8 a.m. – 4:00 p.m. Monday - Thursday.

A public hearing will be held on Thursday, August 26, 2010 at 11:00 a.m. in Room 107 of the Scioto County Courthouse, an accessible location, for public comment.   Please contact Larry Mullins at 740-353-5626 if you will need any special accommodations at least 48-hours in advance.
